Delete quota

This endpoint can be used to delete and already created quota (by QUOTA_ID) for a specific survey (SURVEY_ID).

You need to ensure that the survey is in a state where deletions are permitted before attempting to remove a quota.

A quota cannot be deleted if the associated survey has already received completes.
